Once you set up your retargeting campaign you might receive an error message "You must certify compliance with our non-discrimination policy, before running ads". You will need to visit the following page facebook.com/certification/nondiscrimination to certify compliance with Facebook's non-discrimination policy by clicking the "I Accept" button after reading the policies and special considerations. Then, you can return to the app to create your retargeting campaign.
